If by improve you mean they threw out the RPG elements that really made it stand out among other games and doubled down on the standard FPS PvP model then sure.
It didn’t stand out, every looter shooter is based around its rpg elements and because bungie made a great fps model, they might as well push that. Also pvp is smaller than it has ever been and half the community agrees and is pissed off about it and the other half disagrees and is pissed about it
If they're just going to make a standard FPS game then don't bother with the half-ass RPG features. Character creation, progression, customization, and World-building in this franchise are a joke. The solution to the lore problem is obvious and they can't even do that right. PvP has been getting all this focus with trials and iron banner when it should be PvE content that get the focus.
Also plenty of companies work to try different genres. Look at Blizzard, MMOs, PvP game, Looters, Card games. Bethesda is branching out now as well. Just because Bungie made Halo doesn't mean that's all they can do. It is fairly obvious they are stuck with the standard shooter formula in order to satisfy Activision's contract of releasing a new game every year which is [u]not[/u] what most of us thought the 10 year plan was going to be.

They made an actual story that is interesting, fun and engages the audience on their first run; it introduces many new exotics, most of which are really fun; makes a new system of shaders where you can customize your character’s amor however you like and can finally customize your weapons; involves completely new and interesting figures and planets; a lot more pve content (admittedly adventures and ikora are pretty useless) that you can do whenever you want; rework of the directory that adds a map, easy teleportation to locations, different planets and activities without going to orbit; and a brand new, beautifully looking, unique raid with a very interesting lore standpoint
