Since when has Bungie been "fair" to people who do not buy the latest DLCs? They make the nightfall the DLC strikes half the time, they've locked the highest light levels from people who do not purchase the DLCs, they've locked year 2 ToO from those who have not purchased the latest DLC. What makes you think Bungie is going to all of a sudden change course and say, "we can't put Xur on Felwinter because some people didn't buy the newest DLC." Bungie's response has consistently been, "you want to keep playing this game then buy the latest DLC." They have done nothing in the past to suggest otherwise.

I'm not talking about bungie taking away missions and strikes and stuff from people who don't buy, I'm saying that xur has never, and will never, be a thing that bungie takes away from players.
