Are you thinking of server issues for online games? Because Fallout 4 isn't an online game. The amount of players playing a single-player game does not change the amount of bugs that were already in the code.

The Witcher 3 has far less bugs now, and had far less at release, and is much larger. MGSV has less bugs, now and at release as well, and takes place in a large open world. GTAV has a lot less bugs today, and had less at release too. Then there's Xenoblade Chronicles and Xenoblade Chronicles X, both of which had less glitches and bugs at launch. There's also Dying Light, Far Cry 3, GTAIV, basically every GTA game come to think of it, etc. etc.
And what do all these have in common? They're open world games that launched with a lot less bugs than Fallout 4. Then again, that's not much of a challenge.

Forge was introduced in Halo 3. You've still got no forge in Halo 1 and 2, as well as Halo Wars and Spartan Assault.

No your argument is just shit. Fallout 3 and new Vegas still have bugs, glitches and so on. Does it make the game incomplete? Hell no. It just means the game has bugs, glitches and so on.. Mods are only a big part on pc also so that's ignorant of you. Fallout 3 and new Vegas were released on console were mods weren't available. The games were still amazing.

Fallout 4 was unfinished at launch, just like Halo 5. Only difference is, 343i have been actively working to get free content out on a regular basis in order to improve their relationship with the community, while Bethesda is infamous for not just releasing broken buggy messes, but never really cleaning them up enough, instead leaving the job to people who make mods like the unofficial Skyrim patch. And Fallout 3 and NV (An Obsidian game, but since you used it I guess I will too.) launching with a massive amount bugs as well just gives Bethesda less of an excuse. They've had years and years to get their act together and work harder on bug fixing before launch, yet they're still awful at it. I mean, considering they're using the same engine they've been using for years now, you'd at least think they'd be familiar enough with said engine to do a better job at squashing bugs before release! And when devs like CD Projekt Red can release games like the Witcher 3 with a larger world that contains a wide variety of content with a complex action-rpg system, a weirdly immersive card game, and more, yet still have far less bugs in their games than Bethesda, when the former began development on the first Witcher game with almost no experience in game development while the latter has been making games for decades, Bethesda should be ashamed at how easily they're being outclassed. I'm not doubting the quality of the games themselves though. I've played over a hundred hours on Skyrim and I love it to death, but a game being good does not excuse its faults. I love Undertale, but I do acknowledge that its art can range from beautiful to very poor, and that is a fault. I love Arkham Knight, but the PC port is a mess while the console versions have some pretty weird glitches, and I recognize that. I think Half Life 2 is a great game, but I do still see and acknowledge the problems in that game such as unskippable cutscenes and easily breakable AI. Bethesda games have their issues, and the community needs to see that, acknowledge that, and make sure to keep letting Bethesda know that these issues should be improved and worked on in the future. We should not be giving experienced, highly qualified developers who have been working for decades in video games a free pass when they make a mistake, because they should know better.

No doubt about that. Arguing a game isn't finished because of bugs though is ridiculous. I have only ever encountered 1 bug in my game time of fallout 4 (mind you that's 140 hours of fallout.) I know I'm the minority in that, but I'm certain some other people haven't encountered game breaking bugs too. Every game has bugs though at least now Bethesda seems to be sending out patches when something is caught/reported. We can't give them flak for a game that still has dlc to be added and isn't dead yet. I'll give them shit when they're done and on to the next game and my game is broken. I'll get pissed if the only fix for bugs is a mod made by the community. Believe me I'm pissed that I can't walk in tennepeny tower without my game crashing. I can't talk to Everett and give him my iron bars to collect my sweet loot like ashur's power armor.

Skyrim is still bugged beyond belief, remember that. I had a broken quest that made it impossible to get a home in Windhelm, which then made it impossible to get an achievement, that I encountered back when I bought the game a year ago! And the unofficial patch fixed it almost instantly! Even with the Dragonborn unofficial patch, I still have a broken quest that makes it impossible for me to get a house in Raven Rock as well! And considering Fallout 4's buggy, broken launch, I don't think Bethesda have learned anything. I believe that by the time development on the game is over, it'll still be filled with bugs, glitches, and errors, because that's what Bethesda does.
