The fact that you turn off someone elses super with it, is already pretty op in some situations. I don't think it should be changed at all.

That was vague, i'll explain. Arrows don't slow people down, tethers do. If someone is moving quickly and you hit them with an arrow, there's a good chance they wont be hit by the tether and you only knocked their shields down while keeping their super, making your super ineffectual. By giving the effect to the point of impact, it rewards a skilled shot and gives your super it's real effect (still doesn't 1-shot, keep that in mind) but missing and hitting the ground carries the same repercussions it always did and theres the chance of the super not being sapped.

No worries, man. You were stating your opinion, like you have the right to. I just want the super to always work, when it should work. People outrunning the tethers? That's fair, good for them. But being hit with the super should carry the effects.

When as aspect of a super doesn't work the way it was supposed to , that's solid call for review. You should never settle when it comes to fairness. Titans can suppress faster than a hunter can, does that blow your mind?
