Spartan II had harsher aguementations, training since age of 6. They are weapons.
Spartan IV are just soilders who did well in the feild, were given safer aguementations, and newer power armor.
Spartan IIs are objectivly better. This isnt an opinion. The sky is blue and the IIs are better than the IVs.
