The Vanguard’s response to everything after Cayde died has been weak. Especially Zavala. No wonder everyone’s scattered.

Well I’m afraid that has nothing to do with the lack of a Hunter Vanguard. That’s more down to every viable candidate running like hell from the Tower. Zavala’s competence is something though that has been in question since the Red War broke him. While during the campaign it seemed to have the most effect on Ikora, Zavala seems to be the one most scarred by it.

There’s no need for a Hunter Vanguard. Hunters are nomads. They belong in the wild. Not tied to a dying City. That’s the Vanguard’s issue. They want to lead and control everything rather than actually fight back. Ikora knows it. She’s seen it in Zavala when he tried to get us to stay inside the City Walls instead of avenging his fallen teammate.

Except consider what Zavala knew. The Scorn and Uldren hadn’t posed a threat to the City. With the Queen and most of the Awoken Fleet gone they weren’t really much of a valuable ally anymore. The Prison of Elders had a massive breakout. The Dreaming City and Riven weren’t part of the equation because we didn’t know they existed. Zavala didn’t want to lose any more Guardians in a needless crusade. Which, when you consider the history of other Guardians besides us being active in the field was a wise decision. The Hunter Vanguard also serves to coordinate Hunters through scouts and the like. They do serve a purpose, which is why they’re largely cooped up in the Tower. It’s only that that goes against what most Hunters want. Uldren is the most logical and narratively sound replacement, though personally I’d like to see Shiro take it up as the last member of that trio.

Your primary mistake is calling it “needless”. Uldren murdered the Hunter Vanguard. It was extremely needed. He needed to be punished. Regardless of the consequences. No one knew of Riven or the Dreaming City until Petra decided to investigate further into Uldren and what he was doing. Just because the Queen and the Fleet were gone doesn’t mean a thing. It needed to happen. End of story.

It happens over and over, and over.
Vengeance, Justice and Order to be specific.
also, Uldren has stopped fallen souls from continueing on to the After Life, as he used Corrupted Either to Bring Dead Fallen back into Undead Thingies that aren't Undead cause Uldren Used the Light mixed with The Fallen Either to breed a Subrace that would be killed off in Prison of Elders Fueling his Armies of Non-undead Fallen thingies. AnywaYS. TL:DR:: he Experimented on the Living sentient creatures that we also by your logic, should find a breech of Nature Laws of Order, Life and Death are a cycle to upheavr it is, is to upheave the Balance of Nature itself.
