From a green engram in the Steppes of the Cosmodrome, dropped by a Dregg. [spoiler]Actually, got it after killing the Templar in Vault of Glass on hard. Then the next time he dropped two for me. Now all three of my character roll with one. :) But you can only get it from VoG hard mode, FYI [/spoiler]
