The costume he's wearing is doing something weird. I think it has something to do with perspective.

I know how he does it. It's a suit. Those are his legs, he sits down, near where the torso is cut off and he walks(hobbles) around like that. It gives the appearance of his legs not being attached to his torso when in reality it is just a suit.
