It takes roughly 5-10 minutes, surely you can spare that out of your busy day.

Yeah, I can live with an occasional bounty. But it feels like I've spent an eternity fishing in the last year and I've only caught about 400 fish of the 600 for the Hook, Line, and Sinker triumph. Only on step 2 of 5 for We're Gonna Need a Bigger Tank triumph. Most individual species triumphs are considerably less than 50% complete and, even after catching 400 fish, there are still 5 species that I haven't even caught once. I'm just surprised Bungie didn't lower some triumph thresholds or do away with the focused fishing rubbish or something else to make it slightly less miserable for triumph seekers.

That is true, at this point I'd think Bungie would've lowered the threshold. Just from personal experience, I'd try a fishing spot for maybe 10 minutes and if I was getting nothing but blues and greens (much like I did yesterday on the Throne World) I would move onto another planet to see if my luck would change. It almost seemed as though the spots were rotational in how frequently Legendary and Exotic fish would drop.
