I'm building a new PC

I'm going to start with the Intel i5 13600k, seeing as it's just an i9 in i5 clothing. I was thinking of going denser and more expensive, but honestly, I just need enough to handle a live2d model, obs encoding, and games, I'm not rendering anything or doing more than those 3 things at once... too little/too much? Looking at GeForce RTX 4070 Super for GPU and going fully watercooled this time around cpu and gpu. So PSU will need to handle a decent load. For RAM, I'm going to put in 32gb of totally extra DDR5 memory... Now the question is, if that CPU isnt enough, do I go double core with 2 i5s, or is it a waste of 300 bucks, you think? Upgrade to better chip, or is this a viable alternative? PC bro's tell me what you think. Edit: For context; on my current rig, I'm running the Ryzen 7 3700x and EVGA RTX2060 Super. Both air-cooled.
