It just does not feel like it is giving anything even when you are only one ability down. If you are down all 3, you might as well not even try. It is the replacement for Army of One, so at least give it half of what it used to do with all 3 abilities out and let it go up from there. I think since it is funneling energy to all 3 abilities, it should give a slight bonus to gain (Over the division value) if you are only refilling one ability. This will encourage multiple styles of game-play with the perk.
