Nope, it's just a bad software design. Rewards for doing an activity should be able to be given at any time.

Why should it? At the time you redeemed it, trials had been disabled for the week.

You can cash in iron banner bounties after it ends, might be bit different as trials is a weekly and things expire on reset.

Once reset happens the bounty has no way to pick the reward as it no longer shows on the database after reset.
