You must have misread, because DLC licenses do not transfer with cross save. You must buy them for each platform on which you want to use them.
Also, there is no season pass that grants future content. Season passes are good for a single season each. What was the exact name of the item you bought?

You're welcome. If it came with Forsaken, that was the Annual Pass, not a season pass. It covered the three seasons immediately following the release of Forsaken, but basically all the content from those seasons has been removed from the game.
