Year 1 locations were vaulted because of size but also because they were coded differently that Forsaken content.
According to a twab, Bungie was literally running two games at the same time. Hence why load times were terrible and there were so many location glitches.

We all now what bungie told us but i do not buy a ward of it ther r games that have content thet takes up more space then the destiny 2 content had and have not volted ark lets you pick form 1 of 4 different kainds of survers and control who can join your survers and lets you move dinosaur and carecors form your game to a friends and lets you use codes to let you do what you want all the time it even lets you use codes to use dlc content without have a dlc and the session passs do not run out and lets remember no 1 want more destiny 2 bungie was about to let us have destiny 3 but Luke Smith had destiny 3 s basis game turnd in to beund light against what the destiny community wanted and volt content bungie r not going to be Happy about me saying this but we wood not have had sunseting or the dcv if Luke Smith had not had a 2d go at being director
