Here's a couple more. This time no spins. Just truths.
Truth 1: Bungie accepts Beyond Light is no Forsaken. Admits can't make Forsaken size game because did not have the same teams working on the game as when they had help from Activision.
Truth 2: About the same time, their CEO comes out and admits company is working on other projects.
Conclusion:
On one note, they say they can't do a scale of something anymore. On another note, they are saying they are doing a lot of things besides this thing that they can't do something about anymore. Almost like bragging of their capacity to juggle other projects, and yet admitting of falling short with another.
That is what you call an incongruency. Some kind of conflict of interest in their priorities. It really is bizzare and funny once you grasp the logic and the connection between these two factual information.
It's weird and yet it's true. If you are wondering why the game is in this state. Just look at these 2 truths. Maybe it will give us a bit of a hint why.

100% accurate. You can spot the dishonesty a mile away when you contrast statements like "we don't have the resources to maintain Destiny the way it once was" with "we've been working on new titles". These 2 statements are contradictory AF. They're basically telling us they HAVE resources, they're just no longer concerned with maintaining the ONE title that made them all rich AF. It's the same sleaze/dishonesty when you realize they made 300M from Ever-verse ALONE last year, and yet they're complaining they don't have the "other studios" or "enough employees" to help them with Forsaken-worthy content. FFS they could build a Covid proof studio from the ground up, in Beverly frigging Hills, and house 500 uber talented employees full time with 1/6th of that money. Completely dishonest.

Dishonesty is a big one for me. Especially when it comes to money. Trust is earned. I don't think I can trust these guys again with this game or any of their future games. Unfortunately, there's nothing incompetent about it. Everything would be working as intended, the bonuses last year would've been truly astronomical given they were no longer sharing profits with Activision. It certainly seems as though the game is being wound down with obvious prejudice and an absolute minimal amount of effort and funding. Doing the dirty work will no doubt secure Luke Smith's role in the company, Shiiiiiiiiiit I bet he gets a promotion!! Luke's a good corporate boy.

Well let's put it in different wording then, (Sorry was kinda busy and didn't read the full message until now) Bungie's management teams have been constantly switching back and forth between what they want the game to be, and what they want the story to be, but the devs are given the same amount of time to make it work, no matter what details they change during that time. That is incompetent management, and indecisiveness is the main culprit for them. Don't get me wrong, they are right to try to wind down the game as they do need to also work on new IPs for continual profits, but they took way too much of the teams for it, and they're suffering the consequences of that action. The devs that they have seem to be barely capable of putting out what they do, and it seems like they're getting smaller and smaller teams as we go on. That's not the devs' fault, that's management's fault. TL;DR: The management has been at fault for most of the -blam!-ups of the game. They have been indecisive for the majority of what they want in the game, and have been doing the stupid decisions that shoot themselves in the foot where they could've easily done a lot better.
