I upgraded from a gtx 1060 to an rx 5600 xt. I've uninstalled all previous drivers lowered all settings to the lowest its not a cpu bottleneck. I am getting fps in the 40s to 50s in some areas where i used to get 60 to 70. It's something wrong with the game and the 5600 xt I used to get much higher fps on the 1060 and the 5600 xt is a way better card.

Its the game not your card but try installing driver version 20.2.2 from the amd website I'm using the 5700xt and that driver is working well so far. I to was also hit with this bug.
