It's just an arbitrary number that determines whether the game is balanced or not.
So next time, when you release new content and up the arbitrary number cap, don't scale the campaign halfway up to that number cap. It makes for an experience that ranges from boring to frustrating as the campaign gets interspersed with grind-sections where you have to get 'the number' up because the next mission has a higher number assigned to it than you do.
