I feel like it's more of a "don't worry about it" thing. If they made the cosmodrome look like it should after all of the events it would most likely be wayyyy too much for newer players especially when to answer their questions of "what's the black and red stuff?" "Why is the wall all cut up like this?" And many others they'd need to write in explanations in game because new players aren't very likely to dive into lore to figure it out. I'm pretty sure they just made it look like normal to have the level there and not bombard new players with a million more questions than they already have.
