Uldren Sov is Saint-14!
Nobody saw Saint-14 come out of the Infinite Forest; he just appeared in the Tower one day, and Uldren is supposedly already in the city but he keeps his helmet on at all times.
Uldren pulled his Helm of Saint-14 out of his Collections and is now impersonating Saint-14 with his best Russian accent in the Hanger.
Meanwhile, Saint-14 is still in the Infinite Forest busting heads.
I bet my tinfoil hat on it!
