It's a known issue.
It usually eventually works if you fast travel to the same spot a few times until it works.
It is a bit hit or miss though.
I have the same issue with the obelisk in the tower as well.

Also, I levelled up all the obelisks to 11, but it still only let me link to one through the sundial. I had to actually unlink everything (at a significant glimmer cost) and relink to get 3 obelisks simultaneously linked. Seems like a ripoff to me!
