Noticed it on my Console, have not tested it on PC though but it is kinda shitty, scrolling through mods, game starts slowing down.
EDIT: - Glad to see I am not the only one foaming at the mouth when I try to apply a mod.
I have tested this on my Gaming Laptop - Exactly the same. (running 32gb Ram and 8GB graphic Card - 2070RTX).

When my game lags items from Tess drop. So far I’ve gotten everything for this season.

It does it to me on my Xbox one X with SSD. I also play a little on my Pc that is just a little higher than recommended specs and it does the same thing on there. It actually caused destiny 2 to crash on my Xbox 2x in a row when I was quickly looking through all the mods on different element gear. It’s extremely frustrating.

Have you tried the emote selection screen? My internet reverts to dial-up when I scroll through. And I'm using a PS4 Pro with an SSD...

It happens on even the beefiest PCs. Content creators with $2000+ PCs have the same things happen to them

And whether ti's a known issue or not, there is no way a Competent Q&A team could ever sign off on this before shipping. I'm a 30+ year software / hardware developer and if I was to sign off on this, I'd have been fired.
