No, your calculation is taking into account recent daily PVE population figures. It should be based on total annual pass downloads.

Well I can't find the figures for annual pass owners, but I'm assuming it's going to be less than 700,000. Either way, >250,000 players have still beaten Crown of Sorrow. This would INCREASE the percentage above 36%.

Either way, having at least 200,000 players raid is justifiable enough to develop them. Though I'm not sure about op's point. No raids? Less raids? Casual raids? Less endgame?
