Quick question about Purchasing Shadowkeep;
A buddy of mine bought Forsaken but not the annual pass. So he doesn’t have access to black armory etc.
If he purchased Shadowkeep and the annual pass, does he get the black armory content and Y2 season pass content with it?

Shadowkeep does not come with the Annual pass. You get season 8 for free and the Deluxe Shadowkeep pack has the Season pass for 8-11. If you own (not game share) Forsaken and want the content from Black armoury, Season of the Drifter and season of Opulence then you need to buy the Annual pass.
