I dunno, I see a lot more pulse rifles and hand cannons, but that's all anecdotal anyway. If you're struggling against shotgunners, equip a sidearm or fusion rifle and play at a slightly longer range. You'll shut them down before they can get close enough to kill you.

On an open map I can see that strategy.

Sure, shotguns shine on maps that are more conducive to CQC. But even then you can counter them. Try out a sidearm or fusion rifle and be more cautious on corners.
