In a nutshell, because the Omnibus bill didn't fund all $25 billion for Trump's wall, he's trying to urge the military to pay the remaining $23.8 billion because of "national security".

They could even get Celebrities that are wanting the wall built to do cameos through out the creation of the Wall.
