Sorry, no. Bungie crippled the Xb1X version of Destiny 2 because of the Xb1S. I am going to shatter a lot of people's hopes and dreams here, but as I have said elsewhere on the forums here there is no developer in their right minds who is going to make a multiplayer game that runs at a locked 30fps on the Xb1S and 60fps on the Xb1X; it would be suicidal considering that Microsoft has insisted that all games must work on both consoles and that they will share the same network, which means that any developer willing to do this would be willing to alienate a massive chunk of their audience by giving people willing to pay a premium to upgrade a massive advantage. Multiplayer games will all be bottlenecked by the lower end of the platform in order to make sure that there is a balanced and level playing field for all players; not doing this will lead to them being crucified by their community and the press, and I promise you that no developer or publisher will be willing to take a hit like that just to cater to what will likely be a fairly small part of their demographic. With that said I am sure a lot of you are already raising your hands to say "That can't be it, it's because Bungie is taking money from Sony to keep Destiny 2 from being 60fps on XB1X because it's more powerful than the PS4Pro and the pro can't handle running at 60fps." To that I can only shake my head in amazement at how foolish people are... If Sony was paying money to Bungie specifically to hold back Xb1X players then the PS4Pro would be able to play at 60fps since there is realistically no reason it can't. Despite having less power than the XB1X the PS4Pro has considerably more power than the PS4 and it stands to reason that any game that can run at a solid 30fps on PS4 should be able to run at 60fps with the right optimizations on the PS4Pro. If Sony is giving Bungie a payoff then why are they seeing the same exact restrictions of their higher tier console? Now, many of you are probably scratching your head and wondering "But what about PC players? There's going to be a bunch of players playing with different specs, and Bungie doesn't care about letting them have 60fps." Well, that is simple: every PC that meets the minimum requirements to play the game will be able to hit 60fps; they might need to run the game at lower settings and a lower resolution but they will be able to hit 60fps, and if they choose to run at higher settings and get lower frame rates that is their own fault rather than the developer's. The trade off of framerates for resolution/quality is the dilemma that every PC player deals with on every game they play; but it is a dilemma that console players don't have the option to face. Developers have a responsibility to offer the potential for the same experience for all players on a platform, and as long as MS and Sony both intend on having their lower and higher tier consoles remain part of the same platform with the same network developers will consistently bottleneck multiplayer experiences to match the lower tier models. This is the reason why mid-generation upgrades are a bit foolish; sure they will make single player games look better but their lower powered siblings will continue to bottleneck them everywhere else...

No. Just.... no. It was stated at E3, that the PS4 pro wasn't going to run D2 at 4k/60 due to the CPU (2.1ghz jaguar 8 core) being the bottleneck. Now, the XBOX One X, is running a 2.3ghz jaguar 8 core. They are the exact same chip, and honestly, that minor clock speed difference just isn't going to make a difference. So, it's not 4k/60 on the Xbox for the same reason, CPU bottleneck.

Care to explain why a launch title for the One X (crackdown 3) will only be 30fps or is bungie and Sony stopping that from being 60fps as well

Or its probably because people who have an One X would be at an advantage with 60FPS than a person with a normal One. Think before you Speak.

You can't put a pvp game out that plays online in lobbies that contain 30 fps Xbox players and 60 fps Xbox players. It's unfair. 60 fps is better. I agree. But what makes it better handicaps 30 fps players on normal Xbox. Anyone who wants to argue that it isn't unfair can only do so in a way that argues against the benefit of 60 fps. If Xbox online play was split by system capability I'd agree with you.

That's retarded. They locked the game at 30 for consoles for consistency purposes. You can't change console parts like you can a PC, and not all the consoles, Xbox One, One S, PS4, Pro etc can run consistent 60 fps for all activities. So instead of making the game different from console to console, they made the easier choice.
