Nope, never. The only weapons to ever drop from IB were the ones being sold at the time. Other weapons came from bounties or rank up packages

That's simply incorrect. I have been playing IB since Y1. Weapons from previous sessions sometimes dropped during the current IB. However, these drops were very few and far between. BTW, I don't want a Clever Dragon. I received 20 of them. Dismantled 17, still have 3 and those will be dismantled eventually too.

Oh, my bad. I'm a Y2 player. I didn't know that happened in Y1

no problem. It occurred in Y2 also, but again few gamers received those drops. One of the ways to influence the drops was to continue playing after reaching Rank 5. Bungie has since changed the methodology so that in Y3 there isn't any incentive to play after reaching the highest level.
