I believe I have interpreted it. It's difficult simply because of the noise in between words. Once you filter out the extraneous chatter and isolate the actual words though, it becomes more clear. Additionally, it's not in English; rather, it's in Latin, and it's somewhat scrambled. I don't know if that's because I'm missing something or because Bungie got the Latin wrong. In any case, once the noise is removed, the spirit whispers "pauci armis". It actually sounds more like "armus or "armoos", but that would be wrong. A few moments later, you hear, "et virtute", which can be interpreted as "virtue", but it has another meaning when taken in conjunction with the rest. Then there is a grunt like whisper, which sounds like "coom", and finally, "moleculeeees", which is really, "moleculis". Put it together, and it's, "pauci armis et virtute cum moleculis", which interpreted literally is, "decrease the power (virtue) of weapons that join molecules." In other words, "nerf fusion rifles".
