Red barring your internet connection is a tactic that some players use to their advantage. Damage referee was a fantasy that Bungie fed to us to make us feel warm and fuzzy that they were addressing the problem. It was either 1. Not implemented at all, or 2. It only looks at connection quality during matchmaking ( they did say " connection based matchmaking would take precedent over skill based ". That being said, if a player wants an unfair advantage in a match, they just adjust the speed of their connection and go on a rampage. I will not say how to do it, but I was in a fireteam with a guy last night that regularly goes to the lighthouse that explained the method. He said he only does it if the other team is doing it first, IDK, it was the first time I had teamed up with him. So expect laggers to continue doing what they do (cheat) to accomplish difficult goals more easily. Dedicated servers would not fix this issue anyway as it's not on Bungie's end. The only way Bungie can fix it would be to dust off the ban hammer and then THEY go on a rampage. To this point it seems like when they nerfed sunbreaker hammers the ban hammer was included. Cheating seems to be at an all time high.
