I hate to say it but guardians.

I thought this point was made rather clear a couple versus thread back. While the Division does have people effective for the tasks it's been assigned and some pretty sweet tech, they're normal (enough) people in a basically modern age using weapons that folks like us could effectively buy. Guardians have the advantage of wielding weapons that I can only hope would count as improved versions of our tried and true guns of today, some of them possibly enchanted. Guardians have the advantage of their powers, allowing them greater mobility, grenades equal to or greater than the ones division agents can only carry three of at the cost, their supers (apparently division agents can get some of their own, I'll need to do research on this and a compare and contrast on that subject), and a Melee attack that isn't a slightly tougher version of the Left 4 Dead shoving technique. Guardians also have the advantage of their ghosts, slightly capable hackers who exist mainly to maintain and preserve the guardians, that while potentially fragile can ressurect their guardian if needed. Admittedly the guardians have a disadvantage of the needed cool downs for all their powers and how they can't effectively swap to different sets without forcing a full cool down in the power or powers in question, and have to rely completely on their health regenerating or their ghosts being able to bring them back, which can set them back whereas division agents can unload their pockets of the 4 or so grenade types en masse if needed and will in many cases carry healing abilities alongside up to 3 medkits, but can only regen up to one third of their health unless they use one of these two healing methods. All that aside I'd have to vote for guardians based on the following: Division agents at best are equipped with Kevlar vests capable of absorbing small arms fire but will forcing them to rely on cover and teamwork to stay alive. Guardians have armor designed to survive what look like 40mm slugs and energy weapons to certain degrees and are equipped in ways that allow them to flank and flush enemies using cover with ease. Their whole playstyle is a counter to division agents in most cases. Ultimately I'd say it's probably more fair to replace one of these two factions with Blacklight Agents, but that's a different topic entirely.

Also remember guardians die easily from normal bullets.

Unfortunately you have to remember that even though the agents are specially trained, they're just that, people. Guardians on the other hand have superhuman abilities as a result of the travelers light (I think that's how it is don't quote me on that) so the fact they can summon lightning, flaming hammers, and basically supernovas, on top of simply coming back from the dead, gives guardians a pretty big edge over the agents of the division
