This is the taken king version of the game, and I went to get bounties for the queen to get treasure keys, but it's not letting me take any quests?? Please help

In order to unlock bounties, you have to finish the quest Taken War: Petra. Or your problem is that quest is not appearing? If so, check in your abandoned quest kiosk.
