So, did you do what the gun required you to do to get the data? Each gun is different. Some are for PvE and some are for PvP. Some require precision kills while others require you kill high level enemies. Also, you don't "turn them in," the reputation is granted as soon as you finish gathering all the data for each weapon. If you preview the weapon it will tell you exactly what you need to do.
