I've got a feeling we will be working with the Awoken and the House of Wolves that are still under control of the Queen, and a temporary truce between us and the cabal until the massive threat that is Oryx is defeated.

I think it was deej that said the cabal are retreating but they are not allies. They will still shoot at you.
