Luck in the chamber is already a perk, so you are essentially saying they just need to get rid of final round for snipers?

Yeah I get that, it wouldn't really fix the problem though, because a one shot body shot would still be possible. It wouldn't happen as intentionally but it could still be done. As long as it's possible it's a problem Imo.

They wouldn't be able to abuse the one shot kill. It would be all luck.

I honestly don't think it would fix the problem.. In fact, the opportunity to get a one shot body shot and not be forced to waste rounds to get it sounds amazing, and even more overpowered. Imagine this: I have four rounds in the mag. I have a 25 percent chance of my first bullet scoring luck in the chamber. If it does, I simply reload, and reset the lic chance, but I haven't lost any ammo. That would be terrible. Edit: changed final round to luck on the chamber, because I'm an idiot. :)
