I have a solution to black hammer
Instead of messing with the white nail perk, why not just make it so if you land 3 consecutive shots, it has a chance to put 3 rounds in your reserve ammo

It's not right to pretty much kill black hammer it already has useless perks , without the white nail perk as it is there no point to it , they should just make it a exotic I don't get why they don't
