Yes, I believe you are right. One Bungie Developer who shared his thoughts on this next DLC said that Bungie won't be making the mistakes again that they made in Dark Below, citing the fact that vendor gear was better than previous raid gear.

No I mean instead of xur and and exotic shard it will be something else
