The Eververse license just means you havn't purchased it yet. When you go to the eververse vendor and purchase the sparrow kit you will recieve a sparrow and by receiving that sparrow you receive the license for it. Think like the exotic kiosk and blueprints. You can't actually purchase sparrows from the kiosk it self. you can retrieve them later once you've acquired them but not before.

You can also get an S class license from the SRL quest line and that will also give you a free sparrow for your first character. It is an option to buy them, just cosmetics,

Hi blue It gives you a custom horn kit. So your 2nd and 3rd character can get legendary horns for free horn relays.

Both of those are general network stability issues. It gives you a sparrow kit so it can be any of the random ones that you see in the kiosk that require eververse license/purchase
