Running on Windows 11
CPU: AMD Ryzen 7 5800X
GPU: Nvidia RTX 3070
Launching through Steam
The most I'll see from trying to launch is the BattleEye starting window if I've just reinstalled it. I can see Destiny running in Task Manager but no game window comes up.
I think I've tried all of the common solutions:
Cleared Steam's download cache
Disabled any game overlays
Verified that none of my hardware has any overclocking
Reinstalled BattleEye
Verified and reinstalled the game files
Flagged the Battleye application and D2 launcher to run as admin and disabled full screen optimization
Updated NVIDIA drivers, reverted to defaults or adjusted problematic settings (smoothing off, set an FPS limit)
Deleted the CVARS file
Disabled my firewalls
Looking at the crash info file I see:
RUNTIME ERROR: VCPPEXCEPTION_PROC_NOT_FOUND at 00007FFA91131B6A
which points me to C++ redistributables, but I've installed/fixed those as well.
I feel like I'm out of my depth now, so any other options would be helpful.

Adding to this just in case it helps anyone else in the future, I finally got the game to boot by doing a few extra things. Did these actually fix anything? Did Destiny just have pity on me for installing the game 3 separate times? Or is this like getting the TV to turn on by hitting it really hard? Who knows!
-uninstalled Battleye
-uninstalled Destiny
-deleted every temp file & folder relating to Destiny (AppData Local & Roaming folders and anything lingering in the Steam folder)
-PC Restart
-Reinstalled Destiny
After that, everything booted up as it's supposed to. There was much rejoicing

Gemini gave me the following suggestion which I used for myself and it worked. If possible at all would you be willing to try this: The Mobile Hotspot Trick (The Ultimate Bypass) If changing your DNS doesn't work, your router’s internal hardware firewall or your ISP's regional network is dropping the file packets entirely. We can bypass your router completely to let the file download. 1. Disconnect your PC from your home Wi-Fi/Ethernet. 2. Turn on the Mobile Hotspot on your smartphone. 3. Connect your PC to your phone’s hotspot. 4. Open Steam and launch Destiny 2. Why this works: The initial BattlEye patch is tiny (usually less than 5MB). Launching via cellular data routes your connection through an entirely different network. Once the game successfully patches and launches one single time, you can close the game, disconnect from your hotspot, jump back on your home internet, and it will work fine from then on because the file is already safely on your PC.

I'm having the same issue, it starts but just goes to a black screen and eventually says destiny 2 is not responding, wait for response or close program or something like that. It's frustrating because I was playing just fine yesterday. I'm not sure what happened
