Numerous times III through Lodi calls Ikora “Commander.” They even make a point to stress this in the final cutscene with a dramatic pause.
Ikora is not a Commander…. Zavala is.

I'm not sure about Ikona being the leader since she has been banished to the far side of the Tower. Zevdaya is still in that main area so guessing his place is secure. Plus, Ikona is the one who let Erith Moan back and we see how that turned out.

I can’t remember where but Zavala is mentioned in the new expansion. They said he is recovering from the battle with the witness. He was pretty messed up mentally after that so it makes sense they don’t want to include him for a while. He basically has PTSD from losing his ghost and the light, like a soldier would have if they lost their arm or leg. Losing a part of themselves.

Zavala has been dropping the ball as a commander since the final shape, but the story writers used it, and turned it into a plot, and somehow into a win (for guardians). I miss the original commander too, it's just not the same.

It is kinda curious because after TFS in the montage it showed Zavala, Ikora and Crow patrolling outside of the city together. Now he gets sidelined with barely an explanation.

Zavala isn’t a guardian anymore so he’s likely not the Vanguard commander now. Although it was a bit jarring to hear this, that’s likely the reason.
