Iron Banner doesn't Guarantee Weapon Drop on a Win, even though prior TWIDs said they should
Per the 6/27 and 7/25 TWIDs of this year, Iron Banner wins are suppose to guarantee a weapon drop (with a high chance of an Iron Engram), however I have had multiple victories without any weapon drop. Is this a bug or were the prior TWIDs incorrect and these changes suppose to be live at a later date? The TWIDs make it sound that these changes are live as of their posting.
Attached video is of a match completed today. Proof of Episode Revenant are the currency (Volatile Flake).

yeah...played for 3 hours last night I reached rank 9. no iron banner weapons, no iron banner armor drops at all.

I'll be honest, I didn't even know that was supposed to be a thing. On the topic of engrams, can we get a change that reduced focusing costs for weapons/armor across the board to require only 1 engram and increased glimmer/cores? It feels pretty bad to need to spend 3 or more engrams just for one thing. I have so much glimmer and other resources that I just can't seem to get rid of.
