Salvation's Edge Adept Weapon Multiple Perk Bug

Once the triumph for collecting all 6 patterns for the raid weapons is unlocked, all adepts from the raid drop with 3 perks in the third column, and 2 perks in the fourth column. Is this a bug or intended behaviour?
