It appears that additional characters that have unlocked all of the strand upgrades, after one character has completed the quest already, will be granted the Veil Spectrometer inventory quest item but have no way to use it or delete it. The additional characters are given the V.S.via Nimbus and then the item sits in the player's inventory and cannot be deleted or used to progress the quest (because the quest seemingly doesn't exist for other characters any longer after character 1 has completed it). Steps to reproduce: 1) Complete Strand upgrades on Character A to unlock Final Warning quest. 2) Complete Final Warning Quest. 3) Log into Characters B and C. 4) Complete their strand upgrades to unlock the quest. 5) Speak to Nimbus who will grant the player the Veil Spectrometer. 6) Observe V.S. is given but nothing can be done with it and will either sit in the post master or the player's inventory.
