ISSUE: Screen Tearing/Stuttering at low FPS/Resolution. Even cinematic movies tear/stutter
REPRO STEPS:
This happens as soon as you launch into the game. It can be observed my simply moving the cursor around the character selection screen
It is very obvious/apparent if you pull up a destination menu and move the cursor around the screen in that menu, or if you fly to a destination
and move around.
ACTUAL RESULT: Horizontal screen tearing and stuttering
EXPECTED RESULT: No Horizontal screen tearing or stuttering, smooth gameplay

NOTES:
When I am in game, the tearing/stuttering occurs.
When I go back and watch the screen capture of the event, the tearing isn't there. It's not there in the screen capture, but it's there when I'm in game.
I know that this is a monitor FPS issue. The issue isn't there when I load other games, and even when I go into NVIDIA's control panel and lock the FPS, the issue still persist. Running FPS overlay confirms that the actual FPS doesn't change; it's rendering at either 60fps or 30fps smoothly.
I haven't played the game for more than ~5 min, so no error codes have been observed.
I have tried enabling/disabling every video setting in the submenu, as well as changing screens, resolutions, and FPS. I've tried locking/unlocking caps/syncs. Everything I can think of. Nothing changes.
