"Access is denied." (0x5) from Steam

I've been getting this [b]Failed to start process for Destiny 2: "Access is denied." (0x5)[/b] error from steam whenever I try to launch the game for over 24 hours now. I have: -Verified game files -Reinstalled Destiny 2 -Reinstalled Steam -Ran everything as admin -Moved Destiny 2 to different drive -Made sure Battleye was excluded from firewall -Disabled firewalls and antivirus -Rebooted modem/router -Cleared download cache -Deleted everything in the "dumps" folder -Updated windows -Repaired steam library folder -Updated video drivers oh yea, and I rebooted a few times. Dudes on discord say they they see that error now and then but it goes away within a few minutes. Only a few days of IB left and I don't have the shader so this issue is quite bothersome.

    I noticed you mentioned that you deleted everything in the "dumps" folder; full list of directories to check: [quote]C:\... \Steam\dumps C:\... \Steam\steamapps\downloading C:\... \Steam\steamapps\temp C:\Users\YourUserName\AppData\Local\Steam\htmlcache[/quote] [[url=https://steamcommunity.com/discussions/forum/1/2765630416818242157/]source[/url]] In the above thread, they also mention using disk cleanup and CCleaner.
