Trust goes both ways second and third characters not unlocking
I have met up with finch on my second and third character but no trust goes both ways quest for either. Is this a glitch or do I need to complete the campaign to unlock it. If not what mission unlocks it? I'm past the ghosts mission on one character and at that quest on my third.
