Licensed content isn't available to collect on a platform that you don't own the relevant license on. If you preordered Beyond Light on the PS, then you'll need to play on the PS in order to collect the emblem from your Collections. Once it's in your inventory, it can be used and equipped, even if you're on PC, but if you remove it from your inventory, you'll not be able to pull it from collections without playing on the PS again. While most licensed content is usable on other platforms, you cannot collect it on the other platforms unless you own the license there as well.
