Completed the campaign. Have also completed both grenade quests. Per the reddit post, I didn't pick up the armor quests. Picked up the last two quests and completed them. No Empire Hunts at Variks. Can't even start the exotic quest that requires an Empire Hunt. Seems to be a common issue.
