The visit to the queen happens on strongest curse week...it rotates on a 3 week cycle and we are actually currently in the third week aka strongest curse week. The bounty you need to complete is the last one on the top of her inventory. It is for completions of the blind well and is called "gateway between worlds. Pick up that bounty which costs a certain amount of the "dark shards"(sorry, the name alludes me but I believe it requires 40 of them) that can be obtained from activities/chests in the dreaming city. If you can do 2 of the heroic versions of blind well, it will be complete, otherwise, it will take a few completions of the other tier levels. When you claim the bounty, it will reward you with an "offering to the oracle". Take the offering to the giant machine in the area to the left of divalian mists where you spawn in (go through the blue crustal cave on the left side of the map, the are is called "Spine of Keres")and jump up to the platform where the techeun witch is standing and give it to the node on the platform. This will open the door in the middle of the machine, which is a portal. Jump through the portal and head to the throne in front of you where Mara used to be. Open the chest and it should reward you with the seed of light. If you can complete this before Tuesday reset, you can do it now. Otherwise, you will have to wait three more weeks for another chance. You can also get the seed by defeating the first encounter in last wish aka "Kalli".
