Gotta think about it there for a moment....okay, not really, But the Arbiter, before he was Arbiter, was in command of some ships that attacked and glassed reach. It was his fleet that followed the Pillar of Autumn to Halo.
So yeah. Im not saying he is going to be in the game, but its just a fact that Arbiter was there as well.

Ok I'm going to say it right now. PAY ATTENTION Reach takes place before Thel's "promotion." There by he is still withing the Covernant. There by he'd still live by Covernant ways. There by his name would be [b]Thel' Vadam[i]ee![/i][/b] All Elites within the covernant military add "ee" to the end of thier name. If we are no longer going to refer to him as "Arbiter," at lest call him his Correct/Covernant name that he uses at the time.

Wrong Arbiter was the name of the first person to defy the great journey in the halo legends episode "The Duel"his armor was kept as a title of shame and eventually arbiter became a title they elites would recieve if they did something totally wrong in the convenant like letting the humans destry the halo ring in halo combat evolved but under the Thel's (arbiters name) circumstances he had no choice with the flood being there

I hate the Arbiter, I always have. I will always resent that I was never able to but a bullet between his beady little split lip eyes. Personally I think it would be awesome to get to fight him and be the reason he leaves Reach to chase the PoA.
