Can you get to level 40 with no Dlc

Without at least TTK, your character will stop levelling at 34. With TTK at least, it's actually possible to get damn close if not actually hit 400 now. It would just be a really long grind from 390-400. Legendaries up to 385 then rank packages up to 390. Would take a lot of 3 of coins exotics from there which covers most slots. Saw someone that didn't have the dlc say he was able to get skeleton keys to drop. You would be able to access Cerberus vae with one to up your artifact. The only bit I'm not sure on is ghosts. Without access to normal crucible playlists which now added the Crimson days ghosts into their drops, the highest you could get would be 390 from rank packages. That's still an overall 399 character though. I imagine just getting RoI and not any of the others should allow you to get level 40 and access to the current content for max but I'm not positive on the level 40 part as I was always up to date.
